BONN, Germany — Carbon taxes, add-ons to international air fares and a levy on cross-border money movements are among ways being considered by a panel of the world's leading economists to raise a staggering $100 billion a year to fight climate change.
British economist Nicholas Stern told international climate negotiators Thursday that government regulation and public money also will be needed to create incentives for private investment in industries that emit fewer greenhouse gases.
In short, a new industrial revolution is needed to move the world away from fossil fuels to low carbon growth, he said.
"It will be extremely exciting, dynamic and productive," said Stern, one of 18 experts in public finance on an advisory panel appointed by U.N. Secretary-General Ban Ki-moon.
A climate summit held in Copenhagen in December was determined to mobilize $100 billion a year by 2020 to help poor countries adapt to climate change and reduce emissions of carbon dioxide trapping the sun's heat. But the 120 world leaders who met in the Danish capital offered no ideas on how to raise that sum — $1 trillion every decade — prompting Ban to appoint his high-level advisory group.
The Copenhagen summit also resolved to mobilize a three-year emergency fund of $30 billion starting this year. It was unclear how much has been raised and disbursed so far.

  The justifiable alarmism will be about shortages in both global food supplies and global energy supply. The food supply will be reduced because of the shortened growing seasons in the "temperate food supplying regions" of the world resulting from this global cooling. This reduction in food supply will only exacerbate the current global food crisis caused by Kyoto "carbon credit initiatives" that have turned "food crops" into "biofuel crops" with the resultant widespread starvation of the poorest people in the poorest nations.
  The potential energy shortages will result from the increased energy demand dictated by the cooler temperatures. This shortage will be far more severe than it should be because of the costly, inefficient, and limited solar and wind power initiatives and the virtual stagnation in expansion of efficient and high volume energy producing facilities for the past decade that have resulted from The Kyoto Protocol initiatives and exorbitant "Carbon Capture and Sequestration" (CCS) requirements that have made expansion of fossil fuel power production facilities economically unfeasible.

Africans 'take blame for climate change'

The report, the most extensive survey ever conducted on public understanding of the issue, found that others blamed God for changes in weather patterns. It suggests dealing with climate change poses similar challenges to HIV and Aids, as people lack key information. It was carried out for the BBC World Service trust and the British Council. It has become a well-worn truism of international climate politics that those that did the least to cause climate change are those set to suffer the most from it. However the Africa Talks Climate Report indicates that this message hasn't got through to many of those bearing the heaviest consequences of rising temperatures across the continent. Over 1,000 citizens in 10 countries took part in discussions to ascertain what Africans really know and understand about the climate.

Obama Proposes New Global Warming Agency

Also known as global warming, climate change has drawn widespread concern in recent years as temperatures around the world rise, threatening to harm crops, spread disease, increase sea levels, change storm and drought patterns and cause polar melting. NOAA recently reported that the decade of 2000-2009 was the warmest on record worldwide; the previous warmest decade was the 1990s. Most atmospheric scientists believe that warming is largely due to human actions, adding gases to the atmosphere by burning fossil fuels such as coal and natural gas. Researchers and leaders from around the world met last month in Denmark to discuss ways to reduce climate-warming emissions, and a follow-up session is planned for later this year in Mexico.
