FBI dedicates $1 billion to massive biometrics identification program | The Raw Story

Because the computer says so. That's what this system is. And again very easliy hacked. Because it is digital. All digital computers are easily hacked.

The Federal Bureau of Investigations announced recently that it is dedicating up to $1 billion for a Lockheed Martin-developed system that will enable on-the-fly analysis of detailed identification information that can be instantaneously shared with law enforcement all around the world.
It's called the "Next Generation Identification System" (NGIS), and if you're a fan of television dramas like the CBS crime drama NCIS, it may sound pretty familiar.
The FBI says their forthcoming system is an "incremental" upgrade to their currently-existing "Integrated Automated Fingerprint Identification System" (IAFIS), but it's more than just an upgrade: it's a revolution in law enforcement technology that's bound to draw comparisons to the "Total Information Awareness" (TIA) project Congress ostensibly shut down in 2004.
The TIA project, however, was broader in scope, targeting private individuals all over the world instead of just suspected criminals or terrorists.
While the initial stage of NGIS deals solely with fingerprints, the FBI said it will eventually upscale to include detailed biometrics like retina prints, facial mapping, palm prints, voice mapping and handwriting analysis, among other likely sources of data.
"[NGIS] represents a quantum leap in fingerprint identification that will help us in solving investigations, preventing crime, and apprehending criminals and terrorists," an agency spokesman announced earlier this month.
One aspect of the program that's likely to draw a sharp reacting from civil liberties advocates is the provision of electronic fingerprint scanners to state and local police agencies.
The FBI says these scanners will be used to collect biometric data from "suspects," as opposed to those convicted of crimes. That data would then be sent wirelessly to the NGIS, where it can be accessed by law enforcement anywhere.
A sub-database, called the "Repository for Individuals of Special Concern," will also be created to track wanted criminals, registered sex offenders and "suspected terrorists."
That's another facet of the project which may give civil liberties advocates even more cause for alarm, considering the Obama administration's recent revisions to how Americans suspected of terrorism should be treated by law enforcement.

Pentagon resists Army's desire to stop development of MEADS missile system

Another battle is brewing at the Pentagon over a costly weapons program that many military leaders do not want but that so far has proven difficult to kill.


After several failed attempts, the Army is trying again to cancel a $19 billion missile defense system that the United States is developing in partnership with Italy and Germany. Known as the Medium Extended Air Defense System, or MEADS, it has been in the works for more than a decade and is designed to replace, in part, the Army's aging Patriot system.


"At a time of growing threats, MEADS represents the United States' first all-new air and missile defense system of its kind in decades and is the only such program in which allies are sharing the cost to develop a capability that each country needs," Lockheed Martin said in a statement.


"In the Pentagon, it's pretty tough to make a program go when a service doesn't want to do it," Young said.

March 1 (Bloomberg) -- A proposed U.S. sale to Taiwan of missiles, helicopters and ships valued at about $6.4 billion will go forward.

The House and Senate foreign affairs committees took no action on the proposal during the 30-day window for objection that ended yesterday, thereby allowing it to proceed in the face of protests from China.

“It’s cleared so we are moving forward to put together the paperwork that will eventually be the letter of offer to Taiwan,” Defense Security Cooperation Agency spokesman Paul Ebner said.

The U.S. Defense Department wants to sell Taiwan the most advanced Patriot anti-missile system, which is built by Lockheed Martin Corp. and Raytheon Co. The system, valued at $2.8 billion, would add to Taiwan’s network of 22 missile sites around the country to defend against a Chinese attack.

The U.S. arms sales to the island nation have irritated China so much that it cut off military talks after the last sale was announced in October 2008

  • "By Kang Juan China made stern representations to the US Thursday after the Obama administration approved a sale of upgraded Patriot air-defense missile equipment to Taiwan. The decision was denounced by Chinese military scholars as a representation of US-style pragmatism and its long-term containment policy toward China. The US defense department announced the contract late on Wednesday, allowing Lockheed Martin Corp to sell an unspecified number of Patriots, said the American Institute in Taiwan, Washington's de facto embassy in the absence of formal ties, Reuters reported Thursday. Wendell Minnick, Asia bureau chief of Defense News, told Reuters that the sale rounds out a $6.5 billion arms package approved in late 2008, which included 330 Patriot Advanced Capability (PAC-3) missiles worth up to $3.1 billion. "This is the last piece that Taiwan has been waiting on," Minnick said. Late last month, Raytheon, the world's largest missile maker, won contracts totaling $1.1 billion to produce the Patriot Air and Missile Defense System for Taiwan, including ground-system hardware and spare parts. According to a Wednesday press release by the US Department of Defense on its website, the contract with Lockheed, awarded December 30, included "basic missile tooling upgrades, command and launch control tooling, spares and ground support equipment." The completion date of the work is estimated to be October 31, 2012. In a regular press conference in Beijing Thursday, Chinese Foreign Ministry spokesperson Jiang Yu said China has urged the US to cancel any planned arms sales to Taiwan to avoid damaging its ties with Beijing. The PAC-3 missile is the world's "most advanced, capable and powerful theater air defense missile," which defeats tactical ballistic missiles, cruise missiles and fixed and rotary winged aircraft, and significantly increases the Patriot system's firepower, Lockheed said on its website."
